OHA, along with our members and partners, boldly advocates for public policies that empower Ohio hospitals and health systems to serve their communities. As a trusted resource on health care issues, OHA’s advocacy team works with members, government officials and leaders, health care organizations and the business community to ensure Ohioans have access to high-quality hospital care.

Our experienced advocates give hospitals a powerful voice in the legislative and public policy arenas. We lead statewide legislative strategies and grassroots advocacy to safeguard the economic sustainability of Ohio hospitals while working to shape policies that ensure Ohioans’

  • Ohio’s biennial state budget impacts health care delivery and provider reimbursement in our state.

  • Use our Legislator Dashboard to see the state and federal officials representing each hospital and to access additional resources.

  • OHA’s Action Center supports communication of unified messages to elected officials from the Ohio hospital community.

  • Our Political Action Committee supports candidates who demonstrate a commitment to helping hospitals fulfill their missions.

OHA is committed to supporting members navigate workforce challenges by advocating for policies to support staff and sharing best practices for retention, hiring and building the health care education pipeline.

  • OHA joined organizations across the country to raise awareness of mental health needs and share well-being resources for health care workers.

  • Innovative new programs from OHA member hospitals and reference resources.

  • Evidence-based tools, strategies and resources to help our member hospitals assess violence risks and make the care environment safer.

Ohio hospitals are reimbursed for health care services they provide by three categories of payers—commercial insurers, government programs and individual patients.

  • As Ohio’s population ages, Medicare’s role insuring Ohioans 65 and older continues to grow. The federal program also covers certain younger people with disabilities and end-stage renal disease.

  • Ohio expanded eligibility to Medicaid in 2014. The program provides health care coverage for Ohio’s poor and disabled citizens.

  • Commercial insurance coverage is primarily provided through employer-sponsored programs in Ohio.

Our economic and policy analysts are trusted resources for state policymakers and convene critical conversations between member hospital financial leaders, state cabinet offices and payers.

  • A hospital provider fee, the franchise fee, helps fund the state’s share of Medicaid.

  • HCAP provides medically necessary free hospital-level care for low-income Ohioans and supplemental payments for hospitals with a disproportionate share of uncompensated care.

  • OHA collects payer performance data specific to each member organization and payer to inform OHA’s advocacy efforts and for members to benchmark their payer experience and pursue process improvements.
